A growing body of literature recognizes the positive interplay between innovation and standardization. International organizations such as OECD and WTO also increase support for developing countries in building capabilities in innovation and standardization. Yet the relationship between innovation and standardization in developing countries, characterized by relatively weaker technological, economic and institutional capacities, remain under-researched. We review 63 articles extracted from the Web of Science database covering the innovation-standardization nexus in the context of developing countries. We discuss whether and how the relationship between innovation and standardization provides implications for the socioeconomic development in developing countries, and draw a conceptual model to understand the dynamics. Our result shows that standards facilitate innovation in three ways: innovation by scaling, proving and coordinating. While inducing and blocking mechanisms are at play, various stakeholders are involved in the relationship. Among them, the roles of the government and the technology/industry support organizations are highlighted, as they complement the relatively weak technological capabilities of other actors. In contrast to the existing literature on developed countries where standardization is depicted as a dynamic process to shape the innovation path, the current discussion on developing countries is skewed toward the adoption aspect of standards. We also suggest that there is a chasm between the goals of economic growth and those of social development. (C) 2017 Elsevier Inc. All rights reserved.

Purpose - The purpose of this paper is to identify and explore the tensions inherent in the development of international standards for records management, focusing on the revision of ISO15489. The paper aims to raise awareness of the need for much more research into the uptake and implementation of records management standards. Design/methodology/approach - The experiences of the ISO committee responsible for drafting ISO15489 provides the context in which to review the literature relating to standards development in information technology. Findings - The development of mutual trust or social capital between ISO committee members responsible for the initial drafting of ISO15489 may have been instrumental in achieving a successful outcome which masked on-going fundamental differences. Environmental factors are quite different for the revision of ISO15489 suggesting that positive social capital may not be generated. The objective of ISO15489 to be an anticipatory or reactive standard needs to be resolved. Originality/value - Drawing on experiences from a related domain provides a new perspective for those involved in drafting records management standards, and explains to the broader records community why standard setting is so challenging.

We introduce a new type of spatially restricted basis function(zero beyond a characteristic r_0 value of the radial coordinate) that makes it possible to obtain, in nonconfined systems, similar results to STO functions. This is important because the use of this kind of functions enables the exact application a sort of zero differential overlap approximation to calculate properties of large systems. Our functions are a modification of the BO-xZ box orbitals introduced by Lepetit et al. First, we replaced these orbitals by a function that is easier to obtain and generalize, that we named "simplified box orbital" (SBO), and we have shown some advantages of the SBO over BO and standard STO functions. Second, we obtained Gaussian developments for both the original BO orbitals and the new SBO orbitals. In this way, it becomes possible to manage our SBO orbitals with standard quantum chemistry software like GAUSSIAN or similar programs.

How can U.S. companies, government agencies, and other organizations ensure that their voices are heard and their interests are protected? The U.S. Technical Advisory Group (U.S. TAG) is the only avenue for U.S. stakeholders to provide input to technical committees in the International Organization for Standardization and the International Electrotechnical Commission.
